# DigiMV, annual accounts of care providers

Care providers, youth care providers and Veilig Thuis organisations report every year through DigiMV: annual accounts, staff, vacancies, sick leave and clients. CIBG publishes all public data per financial year as a spreadsheet, with each organisation's Chamber of Commerce number and address.

## What can you do with it?
- **Who makes a profit in care?.** Put each organisation's operating result next to its total operating income and sort by margin. Then look at the legal form, because for a sole trader or partnership the result is also the owner's income.
- **Staff shortages by sector.** Count hard-to-fill vacancies on 31 December and set them against inflow and outflow of employed staff. Compare hospitals, mental health, disability care and youth care.
- **How much goes to hired staff?.** DigiMV lists the cost of staff not on the payroll separately. Calculate per organisation what share of staff costs goes to temps and hired staff, and follow it over the years.
- **From annual accounts to a map.** Geocode the addresses and show where the large youth care providers are and how much money they turn over per region.

## How to process it
1. **Pick the financial year.** Each financial year has one to four spreadsheets (ODS). The newest year is provisional; the final version comes later and replaces it.
2. **Read the variable sheet first.** Each file has two sheets: VariableDefinition (number, name, label, type) and RowData_01 with one row per organisation. The provisional 2025 file part 1 has 5,339 variables.
   `https://www.jaarverantwoordingzorg.nl/site/binaries/site-content/collections/documents/2026/08/03/voorlopige-dataset-2025-deel-1/digimv2025-20260715-1201-part-1.ods`
3. **Convert it once.** The ODS file is 24 MB zipped, but unpacked it holds 1.6 GB of XML. Convert it once to CSV or Parquet (for example with LibreOffice) and work with that file afterwards.
4. **Find columns by label.** Search VariableDefinition by text, for example 'Totaal baten (netto omzet)', 'Bedrijfsresultaat' or 'Personeelskosten'. The same question sometimes appears more than once, per type of report.

## Interesting combinations
- Who is behind a care provider? → [kvk-handelsregister](https://www.opendataindex.nl/en/bron/kvk-handelsregister.md) via KvK-nummer. The Chamber of Commerce number is in every row. Use it to look up who is behind it in the business register.
- Where are the providers? → [pdok-bag](https://www.opendataindex.nl/en/bron/pdok-bag.md) via postcode + huisnummer. Look the address up in the BAG and you get coordinates, neighbourhood and municipality.

## What to watch out for
- **Not checked by CIBG.** Organisations submit their own data and are responsible for its accuracy. CIBG does not check it. Verify striking amounts against the annual accounts.
- **Result is sometimes also income.** For sole traders and partnerships (vof, maatschap, cv) the result is profit on which the owner still pays income tax. That tax is not in the dataset.
- **Questionnaire changed in 2022.** According to CBS, the questionnaire changed considerably from reporting year 2022, partly with a different breakdown of account items. Don't compare income and costs before and after 2022 at face value.
- **Provisional becomes final.** The newest year is a provisional dataset. Anyone who downloaded the 2022 dataset before 27 May 2024 was told by CIBG to delete it and use the new one. Always note which version you use.
- **Large and slow.** Thousands of columns and files of 8 to 30 MB per part. A normal spreadsheet chokes on it. SPSS files are available on request from info@jaarverantwoordingzorg.nl.

## API (Bestanden (ODS))

- Base: https://www.jaarverantwoordingzorg.nl/site/binaries/site-content/collections/documents
- Access: No key or account needed (tested)
- Formats: ods, zip
- Size: 5339 variables in the provisional 2025 dataset, part 1 (3,011 text, 2,006 numeric, 322 date) (tested)

### Parameters
- `boekjaar`: 2019 to 2025; the newest year is provisional and is later replaced by a final dataset at a new address. (tested)

### Sheets and columns in the ODS (provisional 2025 dataset, part 1; selection) (9)
`VariableDefinition` tabblad, `Code` string, `Questionnaire` string, `ExternalOrganizationId` string, `Name` string, `qRechtsvormKvk` string, `qTotaalBaten_0` numeric, `qBedrijfsresultaat_0` numeric, `qFinEcoRatioPersoneelskostenratio` numeric

### Limits and pitfalls
- No key and no limit. Files of 16 to 26 MB with Last-Modified and Range support. (tested)
- An ODS is a ZIP: content.xml of part 1 (2025) is about 1.6 GB uncompressed. Convert it once (LibreOffice, or stream the XML) and work with CSV or Parquet. (experience)
- Column names are codes (qTotaalBaten_0, jeu13201_Micro_jeu13201_Micro); the meaning is in VariableLabel. Suffix _0 = financial year, _1 = previous year. The same question appears several times per type of report (micro, youth, consolidated). (tested)
- You can probe the variable list without the whole file: a 1.5 MB Range request plus inflating the first deflate bytes of content.xml yields the whole VariableDefinition sheet. (tested)
- CIBG does not check the submitted figures. From reporting year 2022 the questionnaire changed substantially (break in series). For aggregated figures: CBS 83626NED (care institutions, built on DigiMV) via the CBS OData API. (experience)
- Per organisation there is also an archive (from financial year 2018) at digimv12.desan.nl/archive/search, but it is a JavaScript app without a documented API. (tested)
