This dataset contains the content analysis and attribute reclustering data underlying Chapter 2 of the PhD thesis “From Garden City to Landscape Metropolis” (Matar, 2026, Delft University of Technology) and the related article “From Garden City Planning to World Heritage Property: The Cultural Significance of the Nature–Culture Relations of Tel Aviv” (Built Heritage, 2026, 10, 47; https://doi.org/10.1186/s43238-026-00290-8). Three public policy documents — Patrick Geddes’ 1925 Town Planning Report for Jaffa and Tel Aviv, the ICOMOS evaluation (2003), and the UNESCO World Heritage inscription decision for the White City of Tel Aviv (2003) — were systematically coded in Atlas.ti following Veldpaus’ (2015) typology of heritage attributes (eighteen categories: nine tangible, nine intangible). Co-occurrences of the Natural Element category with other categories were thematically clustered into 31 Nature–Culture attributes, subsequently consolidated into 30 attributes across three analytical levels (Elements, Operations, Objectives) used throughout the thesis.
